on july 5th, delegates from the standing committee of shanghai municipal people’s congress inspected the implementation of regulations of shanghai municipality on residential property management in yangpu district where a renovation program for old residential quarters with a combined area of 300,000 sq.m would be launched this year. director yin yicui and deputy director xue chao led the inspection tour. district officials zhuge yujie, wei weiming, wang zhen, and xu haifeng and developer representative mr. xu wenzhi accompanied the delegates.
the delegates visited sanxiang century blossom and the community center of culture garden and convened a meeting. ms. yin yicui observed that representation for property owners, leadership, supervision, development of related sectors, funding, and legislative support were key topics concerning property management. the standing committee would continue targeted inspection to identify bottlenecks, good practices and areas for improvements or corrections. ms. yin highlighted the point that management of residential properties had key implications for city governance, people’s wellbeing and democracy at the grassroots level. ms. yin thus stressed the need for inspections which would provide experience and insights for revisions of laws.
sanxiang century blossom, because of a unique system of self-governance by property owners, was chosen as a destination for this inspection tour. director jin xin of the owners’ committee provided an overview of the thriving community, greatly shaped by owners’ self-governance. mr. xu wenzhi presented sanxiang’s role in the community, both during property development and after project delivery.
